What is the fatal flaw of the now pathetic HC reform?

To me, its the trust factor. People absolutely have lost even trace of trust of this administration. Loss of control of one's fate in the hands of untrustworthy, yet powerful entity is as close to nightmare comes true as it gets. Just my opinion. What is your prognosis?
